Section R404.1.3.3.7.8 is titled 'Construction joint reinforcement' and covers requirements for foundation construction. The requirement to provide reinforcement across concrete foundation wall joints, and to locate joints in specific locations relative to lateral support in accordance with this section is established. The purpose of this section is to prevent structural failure. This section has an exception which allows for required reinforcement to be used in lieu of joint reinforcement, or a combination of required reinforcement with joint reinforcement, provided the spacing does not exceed a maximum dimension. The purpose of this exception is to clarify that required reinforcement may act as or in combination with additional joint reinforcement.
