Section R322.3.3 is titled 'Foundations' and covers requirements for flood-resistant construction. In coastal flood hazard zones, the requirement to support buildings and structures on pilings or columns, for areas constructed below the elevated building to be open or in accordance with another section of this code, for the pilings or columns to be designed and constructed with multiple factors considered including loads and potential future scour or erosion of the supporting soils, and for certain types of foundations to be designed in accordance with a cross-referenced standard is established. The purpose of this section is to limit damage and loss to buildings and structures due to flooding, which are constructed in areas prone to such.

The model shows a piling embedded in sand and erosion of the sand which reduces the support for the piling causing it to rotate (which shouldn't happen if built in accordance with this section).
