Section R311.7.8.1 is titled 'Height' and covers the requirements for handrail elevation above the stairs they serve. Dimension range and method for making dimension measurement are established. The purpose of this section is to reduce trip and fall hazards. This section has 2 exceptions each of which allow for specific parts of handrails used for specific reasons to not need to be within the required dimension range. The purpose of these exceptions are to allow for practical and common handrail installation practices, and are not considered to increase the risk of trip and fall hazards.

The model shows a partial stairway with planes along the connecting nosings and the top of the handrail with the allowed vertical dimension range denoted. Also, the bending handrail piece connecting the lower flight to upper flight handrail, and the starting easing over the lowest tread are highlighted, which are examples of both exceptions allowing these pieces to be higher than 38".
